A court settlement requires Baltimore to pay $300k to resolve allegations that law enforcement officers planted drugs on a rapper identified as Young Moose.

The city’s expenditure board is expected to authorize the settlement payment at its meeting next week, according to The Baltimore Sun. The city’s attorneys and Kevron Evans reached a deal on May 10, but city officials will vote on whether to endorse it on Wednesday.

The city has already paid upwards of $10 million to settle lawsuits filed against police who served on a massively corrupt police unit.

Evans filed a lawsuit against a number of Baltimore police officers, including a former detective who worked on the notorious Gun Trace Task Force. Hersl was sentenced to 18 years in federal prison in 2018 after being found guilty of charges stemming from a task force corruption scandal. He was accused of stealing cash before and after joining the task force.

Evans’s lawsuit alleges that officers obtained warrants and unlawfully arrested him based on false allegations.

Friday, The Sun was unable to reach attorneys for Evans or Hersl for comment.

Evans claimed that the officers’ persistent harassment deprived him of hugely profitable employment opportunities and damaged his public image. Evans was arrested immediately before he was set to perform at the Royal Farms Arena in Baltimore.

During an evaluation of numerous cases involving the condemned and dishonored Gun Trace Task Force officers, the office of Baltimore State’s Attorney Marilyn Mosby cleared Evans’ conviction in 2020.

In the HBO series “We Own This City,” which is based on a book written by former Sun reporter Justin Fenton, Josh Charles portrays Hersl.
