Randy Cox’s sister, Latoya Boomer, says he is now paralyzed from the chest down after hitting his head in police van.

Cox was arrested at a New Haven, Connecticut, block party for allegedly carrying an illegal firearm. When the officer driving the van slammed on his brakes to avoid an accident, the 36-year-old was handcuffed and not wearing a seatbelt. 

Cox smacked his head and collapsed to the floor. 

Cox immediately started calling for assistance, but it ended up taking cops four minutes to arrive and check on him.
