Man Who Tortured Pregnant Girlfriend Hired Hitman to Kill Her 2 Years Later; 2 Men Charged in Plot

A 40-year-old Detroit man accused of assaulting his pregnant girlfriend viciously nearly 2 years ago is now being charged with her murder.

On July 5, 2022, at 11:07 p.m., cops were called to a residence in the 8830 block of Rosemont Avenue in Detroit, where they discovered Tiffany Joseph, 32, dead. Joseph was shot several times.

Police think that on July 4, 2022, the victim’s ex-boyfriend, Billy Ray Cromer, 40, requested Spencer Louis Cromer III, 18, to murder Joseph. Billy Cromer has been charged with premeditated first-degree murder on one count. Spencer Cromer has been charged with premeditated first-degree murder and felony firearm possession.

Spencer and Billy Cromer were arraigned Friday afternoon and filed not guilty pleas on their behalf.

Billy Cromer was charged on Oct. 21, 2020, with assault with intent to do grievous bodily damage, torture, and felonious assault after police determined he tormented Joseph, who was pregnant at that moment.

Billy Cromer is accused of physically assaulting Joseph at the home he occupied with her. He is accused of grasping her by the neck, strangling her, and striking her in the abdomen and head continuously.

According to officials, Joseph attempted to shield her tummy throughout the attack in order to protect her unborn baby. Billy Cromer was accused of coercing the woman into swallowing a number of unidentified prescription medication pills.

Later that night, Billy Cromer drove Joseph to the hospital. Her pregnancy had become unviable.
