A woman is charged with hogtying a 1-year-old and caging a 2-year-old in a playpen on the southeast side, police said.

“What she did to these children is unforgivable,” San Antonio Police Chief William McManus said.

On Tuesday afternoon, Priscilla Ann Salais, who has been identified as the children’s temporary guardian, was arrested. Police provided an update following reports that the toddlers were located alone and tied up over the weekend.

Two toddlers were discovered in a bedroom of a duplex on Bailey Avenue near Piedmont Avenue on Sunday afternoon, authorities said.

McManus stated that the incident began as a welfare check and officers were required to breach the door to a bedroom in order to gain entry.

He stated that the 1-year-old girl was discovered bound in both feet and hands, with a black eye and bloodied lip. The two-year-old child was enclosed in a top-covered playpen. Both children were inconsolable and covered in bodily fluids.

The two were placed in the custody of Child Protective Services.

Salais, 37, is charged with two counts of endangering a child. McManus stated that the penalty typically carries a sentence of up to 2 years in prison. He stated that this doesn’t line up with what she is accused of doing to the children that she had in her care.
