According to the Putnam County Sheriff’s Office, a 48-year-old Palatka man was arrested and charged after a girl told a school guidance counselor she had been raped.

The student’s claim led the school to alert the sheriff’s office, and an inquiry by detectives was launched.

Troy William Armstrong was charged with four charges of lewd and lascivious behavior as well as four charges of sexual assault on a minor under the age of 12.

According to deputies, Armstrong is not related to the girl, but he did reside with a relative of the girl and had access to be there with the young child, alone.

Armstrong, according to the child, would look at pornography and pressure the young girl to touch him sexually. Armstrong is also accused of doing sexual activities on the minor.

Armstrong was brought to the Putnam County Jail. He is being detained without bond.
